All disclosure reports required to be filed with the El Paso County Clerk and Recorder under state law must, starting July 1, be filed electronically. Filers must use the secretary of state's Web-based electronic system, the Clerk and Recorder's Office announced on its Web site.

A computer terminal in the downtown clerk's office in Centennial Hall will be available for use upon request.

Reports required to be filed electronically that are presented manually for filing will not be accepted, the statement said.

Reports are not required to be filed electronically if a report contains fewer than five entries or if the clerk's office has granted a hardship or good-cause exception. Requests for exceptions must be submitted in writing.

Colorado Springs Councilman Darryl Glenn has announced recently obtained endorsements in his campaign for a seat on the El Paso County Board of Commissioners.

They include Monument Mayor Byron Glenn, former state Senate Minority Leader Andy McElhany and Duncan Bremer, former commissioner from District 1, the seat Glenn is seeking in the 2010 election.

Meantime, Darryl Glenn has a head start on his 2010 campaign. He transferred $13,097 from his City Council campaign to his commissioner campaign, according to a May 4 filing. Darryl Glenn was re-elected to the council on April 7.

GOP transparency plan

Republicans are describing their proposal to create an online database of state spending a "major victory" for Colorado taxpayers.

HB1288, the GOP said in a press release, makes government more accountable and places Colorado on the cutting edge of transparency.

Dubbed the Colorado Taxpayer Transparency Act, the bill was sponsored by Senate Republican Caucus Chair Mike Kopp, of Littleton, and Rep. B.J. Nikkel, R-Loveland.

Good for him. If God has called Haggard to return to ministry, he should obey.
Haggard should stay out of the ministry. He has too much baggage to lead a church.
